Plots 21-26 - Housing Association Six bungalows for the elderly In 2001, as part of the original vision to provide affordable housing, AVAG sold Redland Housing Association 6 plots of land to build bungalows for older people. Redland secured an advanced commitment of grant funding from the Housing Corporation to build the bungalows. AVAG built the access road and laid drainage and services for the bungalow plots and planning approval was obtained for the six plots. In 2003, before any work on the bungalows had begun, Redland was placed under supervision by the Housing Corporation as a result of management problems. This meant that independent management was brought in to correct a number of problems that the Housing Corporation were concerned about. While under supervision, Redland decided not to take up the Housing Corporation's offer of funding and offered to sell the land back to AVAG, albeit at a higher price than they had paid for it originally. Bristol City Council intervened in the sale and, in an attempt to ensure that the land was used for affordable housing, insisted that Redland offer it to other housing associations. However, none of the housing associations working in Bristol were interested in buying the land. Instead of resuming negotiations with AVAG, Redland decided to offer the land on the open market at an increased price. So far Redland has been unsuccessful in finding an alternative purchaser. |
